The legal department name would require Congress. The immediate presidential mission can still change: defense should be measured by threats prevented, troops protected, alliances clarified, and wars ended—not by permanent escalation.

Defined objective before force

No open-ended authorization. State the threat, legal authority, objective, cost estimate, allied commitments, risks, and exit conditions.

Congress and the Constitution

Emergency defense cannot become a substitute for congressional war authorization and recurring public votes.

Diplomacy with leverage

Use military readiness, sanctions, trade, intelligence, and alliances to create enforceable negotiations—not permanent warfare.

Audit the contractors

Publish contract performance, revolving-door conflicts, overruns, failed systems, and profits tied to extended conflicts.

Veterans before new wars

Fund lifelong health care, toxic-exposure recognition, housing, caregivers, mental health, and benefits before asking another generation to carry the cost.
