A scientific evidence ladder for UAP records, NASA, AARO, hearings, sensor data, whistleblower claims and extraordinary hypotheses.
Evidence rule: primary records, government data, court filings and original statements are separated from news reporting, creator commentary, campaign proposals and unresolved allegations. An embed proves what was published; it does not automatically prove the underlying claim.

Ask the question. Publish the evidence.
Campaign position:
Robert R. Motta supports lawful UAP disclosure, better sensor data,
open scientific testing, and release of material that can lawfully be
declassified. A candidate opinion about life beyond Earth is kept
separate from what NASA, AARO, Congress, or publicly released evidence
has actually established.
Unresolved is not “alien”
An observation can remain unidentified because the available data are insufficient. “Unresolved” is not automatically evidence of extraterrestrial technology.
Public test
For extraordinary claims, publish chain of custody, metadata, calibration, full-resolution sensor data where lawful, competing explanations and reproducible analysis.

Raw data, calibration, metadata, chain of custody and alternative explanations matter more than a viral clip.
Unconventional explanation
Extraterrestrial or advanced-technology explanations remain hypotheses until evidence supports them.

NASA’s UAP study did not conclude that extraterrestrial life or technology had been established.

NASA: the independent study emphasized better data acquisition, analysis and reporting. Limited high-quality observations prevent definitive conclusions in many cases.
AARO: an “unresolved” label means available data did not support a resolution; it does not automatically mean extraterrestrial.
