ONE SIMPLE BILL TEMPLATE UAP Transparency, Whistleblower Protection, Contractor Accountability, and Public Records Act Section 1 — Public Purpose The American people have a right to lawful transparency regarding unidentified anomalous phenomena records, government expenditures, contractor records, and public safety matters. Section 2 — Records Inventory All federal departments, agencies, military branches, intelligence components, contractors, and grantees shall identify responsive UAP records within 90 days. Section 3 — Whistleblower Protection No lawful whistleblower may be retaliated against for reporting UAP records, programs, expenditures, or concealment through protected channels. Section 4 — Public Release Schedule Declassified records shall be released in batches every 90 days with labels distinguishing confirmed fact, unresolved case, witness testimony, allegation, and lawfully redacted record. Section 5 — Contractor Accountability Contractors holding responsive records must identify, preserve, and produce them under lawful order. Destruction or concealment after notice triggers penalties. Section 6 — No Pork This bill shall contain no unrelated spending, earmarks, or hidden policy riders.
