Recovery, Addiction & Public-Record Research Dossier

Status: Proposed campaign / transition advisory conversation only. Hunter Biden has not accepted an appointment, endorsed the campaign, or been appointed to federal office. Any future administration role would require normal vetting, ethics/conflict review, legal eligibility review and, where applicable, Senate confirmation.
PROPOSED PORTFOLIO

Recovery & Addiction Policy

The campaign rationale is narrow: Hunter Biden has publicly described severe addiction, relapse and long-term recovery, and says he wants to speak more openly about addiction and recovery. That lived experience may be relevant to an advisory conversation, but it does not substitute for medical, public-health, treatment, law-enforcement or ethics expertise.

Hunter on addiction & recovery

ESTABLISHED FROM HUNTER’S OWN PUBLIC STATEMENTS

Hunter Biden has openly described addiction to crack cocaine and alcohol and has discussed recovery in multiple 2026 interviews. In the Candace Owens interview, he acknowledged that he had been a crack addict. The Tucker Carlson interview also contains a dedicated addiction-and-sobriety section.

CAMPAIGN USE

For this campaign page, his addiction history is relevant to a possible recovery-policy advisory conversation. It is not used as a substitute for clinical credentials or as evidence that he should hold a law-enforcement, medical or drug-policy office without additional qualifications.

Fact-check matrix

ESTABLISHED

Hunter's addiction history

Hunter has repeatedly described his addiction, crack cocaine use, rehabilitation and recovery in his memoir and recent interviews.

NO SUSPECT IDENTIFIED

White House cocaine

Cocaine was found at the White House in July 2023. The Secret Service investigation closed without identifying a suspect because forensic and surveillance evidence did not identify one. There is no public evidentiary basis to state Hunter Biden brought the cocaine into the White House.

PARTLY AUTHENTICATED

“Laptop from hell”

Some emails/data associated with Hunter Biden's laptop were authenticated by forensic review and federal proceedings. That does not establish that every file distributed publicly from copies of the drive was authentic or unaltered.

DOCUMENTED QUOTE

Joe Biden: “smartest guy I know”

Joe Biden described Hunter as “the smartest guy I know” during an October 2020 online event hosted by Oprah Winfrey. This dossier uses the sourced quote but does not hard-code an unverified YouTube clip.

SEPARATE INVESTIGATION

Hur report

Special Counsel Robert Hur investigated Joe Biden's handling of classified documents and discussed memory limitations in his report. The Hur investigation was not an autopen investigation.

COMMITTEE STAFF FINDING

Joe Biden autopen

A Republican-led House Oversight staff report released in October 2025 alleged that aides concealed Joe Biden's decline and misused autopen. The page does not treat the committee report itself as a final judicial determination that executive actions were invalid.

Hunter Biden 2028: rumor, trolling or candidacy?

NO FORMAL CANDIDACY ESTABLISHED

Hunter Biden's 2026 social-media comeback prompted jokes and speculation about a 2028 presidential run. He has played along with some jokes, but other comments indicate he is using politics as a way to draw attention to addiction, recovery and broader issues rather than formally announcing a presidential campaign.

President Trump was asked publicly how Hunter might perform in a 2028 Democratic primary, which generated additional coverage. A question being asked of Trump is not evidence that Hunter filed or announced a campaign.

Campaign voter questions

  1. Should lived experience with addiction be represented in federal recovery-policy discussions?
  2. What professional medical/public-health experts should serve alongside anyone with lived experience?
  3. Should a proposed adviser with Hunter Biden's legal/business history face enhanced financial-disclosure and conflict review?
  4. Should the campaign publish all proposed adviser outreach and acceptance/rejection status?
  5. Would you support a bipartisan Recovery & Addiction Working Group that includes people in recovery, clinicians, families, law enforcement and treatment professionals?

Art Prof: Hunter Biden’s art & gallery sale

Discussion of the work itself, prices and ethics questions around the sales.

TOTAL SALES

About $1.5 million

Congressional interview material summarized by The Washington Post showed 10 buyers paid roughly $1.5 million total for Hunter Biden artwork.

HUNTER SHARE

About $900,000

Under the gallery arrangement, Hunter received roughly 60 percent and gallery owner Georges Bergès roughly 40 percent.

LARGEST IDENTIFIED BUYER

Kevin Morris — about $875,000

Morris, Hunter's friend, attorney and financial benefactor, bought 11 paintings totaling about $875,000.

OTHER IDENTIFIED BUYERS

Naftali + Jacques

Elizabeth Naftali bought two works totaling about $94,000. William Jacques bought four totaling about $122,500.

ETHICS QUESTION

Influence or genuine collecting?

Ethics experts and Republicans questioned whether anonymous/high-value purchases could create influence concerns. Buyers and Hunter's allies said the purchases reflected genuine interest in the art. The sales record itself does not prove a quid pro quo.

BOOK PROMO / MEMOIR

Beautiful Things

CBS Sunday Morning — Hunter Biden on Beautiful Things

Open on YouTube ↗

CAMPAIGN USE

The memoir can be treated as Hunter Biden's own account of his addiction and life. It is a primary source for what Hunter says about himself, not an independent fact-check of every event he describes.

CONGRESSIONAL TESTIMONY

Hunter said he would testify — what actually happened?

DEC. 13, 2023

Did not appear for compelled deposition

House Oversight and Judiciary subpoenaed Hunter for a closed-door deposition. He did not appear at the required deposition and instead gave a prepared public statement outside the Capitol.

HUNTER'S POSITION

Wanted a public hearing

Hunter and his attorneys said he was willing to testify publicly rather than in the closed-door format specified by the subpoenas.

FEB. 28, 2024

Later sat for deposition

After additional negotiations and a new subpoena, Hunter Biden did appear for a closed-door congressional deposition on Feb. 28, 2024.

ACCURATE CAMPAIGN WORDING

Do not say “never testified”

The accurate sequence is: he initially defied the Dec. 2023 deposition subpoena, publicly demanded a hearing, and later testified in a closed-door deposition.

DOJ / HUR FINDING

No criminal charges

Special Counsel Robert Hur concluded that criminal charges were not warranted.

HUR EVIDENCE FINDING

Evidence of willful retention/disclosure

Hur wrote that the investigation uncovered evidence Biden willfully retained and disclosed classified materials after his vice presidency, but concluded the evidence did not establish guilt beyond a reasonable doubt.

LOCATIONS

Garage, offices and basement den

The Hur report says FBI agents recovered classified materials from the garage, offices and basement den of Biden's Wilmington, Delaware home.

CAMPAIGN RULE

Do not equate “investigated” with “convicted”

The accurate formulation is that classified material was found and investigated, Hur identified concerning evidence, and the Special Counsel ultimately declined prosecution.

Joe Biden publicly acknowledges his seventh grandchild

Source: NBC News, July 28, 2023.

Biden publicly acknowledged Navy Joan Roberts for the first time, describing the matter as a family issue rather than a political one.

WHAT CAN BE SAID

Public record vs. private contact

It is well documented that Biden did not publicly acknowledge Navy Joan as his seventh grandchild until July 2023.

That is different from proving that he never spoke to her privately. This campaign page does not make a claim about private conversations unless a reliable source establishes them.

JOE BIDEN PERSONAL-SPACE CONTROVERSY

Real footage, real complaints — and altered viral clips

ALTERED VIRAL EXAMPLE

One widely shared 2023 clip was zoomed/cut and had sniffing audio added. The original video did not contain those sounds.

PolitiFact fact check ↗

CAMPAIGN RULE

Do not use deceptive “sniffing” compilations as fact

Authentic footage does show Biden standing very close to people at public events, and some adults publicly complained about his touch or proximity. But viral compilations can mix authentic moments with misleading edits, cropped context or added audio.

ASHLEY BIDEN DIARY CASE

What was prosecuted — and what was not

FEDERAL GUILTY PLEAS

Aimee Harris and Robert Kurlander

In August 2022, Harris and Kurlander pleaded guilty to conspiracy to transport stolen property across state lines. DOJ said they stole personal property belonging to an immediate family member of a presidential candidate and sold it to a New York organization for $40,000.

DOJ guilty-plea release ↗

SENTENCING

Aimee Harris

Harris was sentenced in 2024 to one month in prison, three months of home confinement and supervised release for her role in stealing and selling the property.

PROJECT VERITAS

Purchased the property

Project Veritas purchased the diary and other property but did not publish the diary itself. The organization was not the defendant in the Harris/Kurlander guilty pleas.

IMPORTANT LIMIT

Prosecution did not verify every diary allegation

The criminal case established theft and interstate transport of stolen property. It did not establish that every interpretation or allegation circulated online about the diary's contents was true.

Diary-content fact check ↗

For voters: It is reasonable to scrutinize why federal investigators pursued the theft case and whether press-freedom concerns were handled correctly. It is not accurate to say the prosecution itself proved salacious claims about Joe Biden.

PRESIDENTIAL PARDON · FACT CHECK

Joe Biden Pardons Hunter Biden

Bottom line for voters: On December 1, 2024, President Joe Biden granted Hunter Biden a full and unconditional presidential pardon. The official clemency warrant covered federal offenses Hunter had committed, may have committed, or may have taken part in from January 1, 2014 through December 1, 2024, including the federal gun and tax cases prosecuted by Special Counsel David Weiss.

Official clemency warrant PDF ↗

SPECIFIC CASES INCLUDED

Gun and tax prosecutions

The warrant expressly includes the Delaware federal gun case and the California federal tax case prosecuted by Special Counsel David Weiss.

WHAT IT DOES NOT PROVE

Pardon ≠ finding of innocence

A presidential pardon is an exercise of constitutional clemency. It does not itself establish that the underlying conduct never occurred, nor does it function as a court finding that every allegation about Hunter Biden was true.

Why the pardon was politically controversial

The controversy was driven largely by the contrast between Biden's earlier promise not to pardon Hunter and his later decision to issue a very broad pardon. The pardon also reached beyond the charged gun and tax cases by covering federal offenses during a nearly eleven-year period.

CAMPAIGN FACT-CHECK FRAME

For Motta 2028, the strongest factual framing is: Joe Biden said he would not pardon Hunter, then reversed course and issued a broad full-and-unconditional pardon covering federal conduct from 2014 through Dec. 1, 2024. Voters can judge whether that reversal was justified, preferential treatment, compassionate clemency, or a conflict involving a president and his son.

How this affects the Motta 2028 Hunter proposal

The pardon does not remove the need for scrutiny. If Hunter Biden were ever considered for a Motta 2028 campaign, transition, advisory or administration role, the campaign proposal remains performance-first and would require independent review of ethics, financial conflicts, business relationships, legal eligibility and any role-specific disclosure requirements.

Campaign-ready text

JOE BIDEN SAID HE WOULDN'T PARDON HUNTER.

THEN HE DID.

On December 1, 2024, President Joe Biden gave Hunter Biden a full and unconditional pardon covering federal offenses from January 1, 2014 through December 1, 2024 — including the federal gun and tax cases.

Motta 2028 believes voters deserve the complete record:

• Show the original promise.
• Show the pardon.
• Show the official DOJ warrant.
• Let voters decide whether the reversal was justified.

Hunter's pardon does not erase scrutiny. It also does not prevent a future conversation about whether his lived experience with addiction and recovery could produce measurable public-service results.

Performance first. Ethics review. No automatic appointment.

MOTTA 2028 REFRAME

From “Where’s Hunter?” to “Where Can Hunter Help?”

MOTTA 2028 REFRAME — “WHERE CAN HUNTER HELP?”

Trump's 2019 rally used “Where's Hunter?” to attack Hunter Biden over his business dealings, military discharge, China and Burisma.

Motta 2028 can ask a different question:

WHERE CAN HUNTER HELP?

Hunter Biden has publicly discussed severe crack-cocaine addiction and recovery. That history does not erase scrutiny of his business dealings, and it does not automatically qualify him for public office.

But lived experience can still be tested in a narrow, measurable Recovery & Addiction Policy Working Group alongside clinicians, treatment experts, families, first responders, law enforcement and people in recovery.

Performance first:
• Reduce overdose deaths.
• Increase treatment entry and retention.
• Improve relapse-prevention and recovery support.
• Measure housing and employment stability after recovery.
• Publish program costs and measurable outcomes.
• Require ethics, conflict and financial review.

Trump turned “Where's Hunter?” into a campaign punchline.

Motta 2028 asks whether Hunter can turn hard-earned recovery experience into measurable public service.

PROPOSED ADVISORY CONVERSATION ONLY — NO ACCEPTANCE, ENDORSEMENT OR APPOINTMENT IMPLIED.

Fact-check Trump’s rally claims

MILITARY DISCHARGE

Hunter Biden was administratively discharged from the Navy Reserve after a positive cocaine test. It was not a dishonorable discharge.

BURISMA PAY

Trump cited roughly $168,000 per month in this rally. Public records and Hunter’s testimony support substantial compensation, but the amount varied. Hunter testified in 2024 that he estimated roughly $65,000 per month; other reporting shows different payment periods. Do not treat Trump’s rally number as a constant verified monthly salary.

CHINA “$1.5 BILLION”

The $1.5 billion figure referred to capital associated with an investment fund, not a verified $1.5 billion personal payment handed to Hunter Biden. The campaign should distinguish fund capitalization from Hunter’s personal compensation or ownership value.

Hunter said his work included corporate governance, board meetings, management oversight, financial review, transparency and accountability.

INFLUENCE ALLEGATION

The Biden “brand”

Former business partner Devon Archer testified about the “illusion of access” and the value of the Biden brand. That supports conflict-of-interest scrutiny but is not by itself proof that Joe Biden accepted a bribe or changed U.S. policy in exchange for Hunter’s compensation.

2026 UPDATE

Trump revives the Hunter question as 2028 speculation grows

Trump was asked publicly how Hunter Biden might perform in a hypothetical 2028 Democratic primary. Trump recalled his old “Where’s Hunter?” slogan while commenting on Hunter’s past. The exchange generated renewed 2028 speculation, but a question posed to Trump is not evidence that Hunter has formally declared a presidential campaign.

Mr. Biden,

I am inviting you to a no-commitment conversation about contributing to a bipartisan Recovery & Addiction Policy Working Group for the Robert R. Motta 2028 campaign and transition planning.

This invitation is based on your public discussion of severe addiction and recovery. It is not based on your last name, and it is not a promise of federal office. I want lived experience at the same table as physicians, treatment professionals, families, first responders, law enforcement, public-health experts and people in recovery.

The working group would be judged by measurable outcomes: overdose reduction, access to treatment, treatment retention, repeat overdoses, recovery-support availability, employment after recovery, homelessness transitions and transparent program costs.

If I am elected, I would consider qualified working-group participants for future administration service. Any federal role would remain subject to normal background review, ethics/conflict review, financial-disclosure requirements, role-specific eligibility, and Senate confirmation when the law requires it.

If you are open to a conversation, my campaign would welcome the opportunity to discuss what you learned in recovery, what government gets wrong, and what measurable policies could help other American families.

Respectfully,

Robert R. Motta

Hunter Biden has publicly discussed severe addiction and recovery. Lived experience alone does not qualify someone for public office, but it can be relevant to a narrowly defined recovery-policy advisory role when paired with clinicians, treatment professionals, law enforcement, public-health experts, families and people in recovery.

The Motta 2028 campaign proposal is to invite Hunter Biden to participate in a bipartisan Recovery & Addiction Policy Working Group focused on measurable outcomes rather than political status.

MEASURABLE GOAL

Fentanyl & overdose reduction

Track overdose deaths, treatment entry, continuity of care and repeat-overdose rates rather than relying only on spending totals.

MEASURABLE GOAL

Treatment access

Identify gaps in evidence-based treatment, detoxification, medication-assisted treatment, residential care and recovery-support services.

MEASURABLE GOAL

Recovery & relapse prevention

Measure long-term recovery support, housing stability, employment and continuity of behavioral-health care.

MEASURABLE GOAL

Homelessness connected to addiction

Coordinate treatment providers, hospitals, first responders and local governments around people with severe substance-use disorder.

Performance standard

Any future campaign, transition or administration role should have published goals and measurable results. Advancement should depend on performance, ethics compliance, legal eligibility, financial/conflict review and the needs of the administration—not family name, party status or media attention.

EDITORIAL SEPARATION

The transcript also contains broader criticism of prior administrations, border policy and conditions in U.S. cities. Those political arguments should be evaluated in separate campaign policy modules rather than presented as evidence that Hunter Biden personally caused fentanyl, homelessness or conditions in individual cities.

Status: This is a cleaned Motta 2028 campaign proposal derived from an August 27, 2026 campaign transcript. It is not evidence that Hunter Biden has accepted the invitation, endorsed the campaign or agreed to serve in government.
