1 October 2017 — Las Vegas / Route 91: What We Know, What We Don't, and What America Should Learn

This campaign research page separates official evidence, unresolved questions, mainstream reporting, survivor documentation and independent commentary. It does not label unanswered questions as proof of a conspiracy.

Media fact check: major news organizations did cover the attack extensively. A fairer question is why sustained coverage faded rapidly after the initial breaking-news period—and whether unresolved questions deserved more persistent follow-up.

Verified Core Facts

On Oct. 1, 2017, Stephen Paddock fired from the 32nd floor of Mandalay Bay into the Route 91 Harvest music festival.
The FBI says he fired more than 1,000 rounds over roughly 11 minutes.
The FBI Behavioral Analysis Unit concluded it found no evidence the attack was ideological or political, found no co-conspirator, and assessed that Paddock acted alone.
Investigators found no manifesto, suicide note, video, coded message, or other communication explaining a clear motive.
The FBI panel assessed that suicide and a desire for infamy were important factors, but said there was no single clear motivating factor.
LVMPD and FBI closed their principal criminal/behavioral investigations without identifying a definitive motive.
FBI interview documents released in 2023 included a fellow gambler's view that Paddock was angry about diminished high-roller treatment, but LVMPD said this did not establish an official motive.

Did the Press Fail to Cover Las Vegas?

The claim that the press 'didn't cover' the shooting is false if it means there was no substantial coverage. AP, ABC, CBS, NBC, local Las Vegas stations, major newspapers and other outlets provided extensive breaking-news coverage.

A narrower criticism is supported: coverage fell sharply after the first days and weeks. The Trace found mentions on six cable networks dropped dramatically within about two weeks.

The rapid decline is not proof of a coordinated media blackout. Plausible non-conspiratorial factors include the lack of a definitive motive, the absence of an ongoing manhunt or trial, the closure of the main investigation, changing news cycles, and the repetitive pattern by which mass-shooting coverage often fades.

There continued to be substantial follow-up reporting, public-record litigation, documentaries, anniversary coverage and reporting on newly released FBI documents.

What is supported

Breaking coverage was enormous. AP says its Las Vegas breaking-news hub received exceptional traffic, and ABC/CBS/NBC and Las Vegas stations ran rolling coverage.

What is also supported

Attention declined quickly. The Trace's archive analysis found that within roughly two weeks mentions on six cable networks had nearly disappeared. That supports criticism of short news-cycle attention, but not by itself a coordinated blackout.

Investigation Status — Aug. 30, 2026

LVMPD continues to host the preliminary report, final criminal investigative report and after-action review on its public-records site.
The FBI continues to host its Behavioral Analysis Unit Las Vegas Review Panel findings.
As of Aug. 30, 2026, a review of current LVMPD and FBI public pages did not reveal a newly reopened criminal investigation into the 2017 attack.
Public-record releases and independent reporting can still produce new information, but that is different from an officially reopened criminal case.

2023 FBI documents

Released interview records added context about Paddock's gambling and frustration with casinos. A fellow gambler speculated that reduced high-roller treatment may have contributed to his stress. LVMPD said those records did not establish an official motive. New information is not the same as a solved motive.

Trump, Casino History, Adelson & Questions After Route 91

Evidence rule: casino ownership or donations do not establish involvement in the shooting. This section uses those relationships only for public-policy, resort-security and political-influence questions.

Trump's casino story

Donald Trump previously owned or controlled casino properties in Atlantic City, including Trump Plaza, Trump's Castle/Trump Marina and the Trump Taj Mahal.
Trump Hotels & Casino Resorts and related entities filed Chapter 11 in 2004; SEC filings document the restructuring. Trump Entertainment Resorts and subsidiaries filed Chapter 11 again in 2009.
Trump International Hotel Las Vegas is a hotel/condominium property rather than a casino.
Sheldon Adelson built Las Vegas Sands into a major casino company and became a major Republican donor. His widow Miriam Adelson later became a major pro-Trump donor.
Casino ownership and political donations are relevant to transparency and resort-security questions, but they are not evidence that Trump, the Adelsons, Phil Ruffin, or any casino owner was involved in the Route 91 attack.

What President Trump did after the shooting

On Oct. 2, 2017, President Trump called the attack an 'act of pure evil' and said the FBI and Department of Homeland Security were assisting local authorities.
On Oct. 4, 2017, Trump visited Las Vegas, met wounded patients and medical teams, and met police and first responders.
Trump praised the police, hospitals, civilian rescuers and first responders during the visit.
The administration later adopted an ATF bump-stock ban. In 2024, the U.S. Supreme Court invalidated that rule on statutory grounds.
The principal FBI and LVMPD investigations closed without establishing a definitive motive.

Questions Motta 2028 would ask President Trump

  1. What specific federal lessons from Route 91 should be implemented today for high-rise hotels, casinos, concerts and mass-casualty response?
  2. Should the public receive a permanent unresolved-questions register when a mass-casualty investigation closes without a definitive motive?
  3. Which recommendations from the FBI and LVMPD after-action reviews were actually implemented during your administration?
  4. Given your casino-business history, what minimum security and emergency-response standards should large resort properties meet?
  5. Should major casino/resort donors have to disclose contacts with federal officials when public-safety rules affecting the industry are under consideration?
  6. What release schedule should apply to bodycam, 911, hotel-security logs and federal investigative records after mass-casualty events while protecting victims?

Trump, Casinos, Las Vegas & Route 91: What Is Relevant — and What Is Not Proven

Evidence standard: Trump's casino history and casino-industry political donations are relevant to questions about resort security, regulation and political influence. They are not evidence that Trump, Sheldon or Miriam Adelson, Phil Ruffin, or any casino operator participated in the Route 91 attack.

Trump's casino and Las Vegas business history

Donald Trump previously owned or controlled casino properties in Atlantic City, including Trump Plaza, Trump's Castle/Trump Marina and the Trump Taj Mahal.
Trump Hotels & Casino Resorts and related entities restructured under Chapter 11 in 2004; Trump Entertainment Resorts and subsidiaries entered Chapter 11 again in 2009.
Trump International Hotel Las Vegas is a hotel/condominium tower and is not a casino.
Sheldon Adelson built Las Vegas Sands into a major casino company and became a major Republican donor. Miriam Adelson later became a major pro-Trump donor.
Casino ownership, campaign donations and resort-industry relationships are legitimate subjects for transparency and security-policy questions, but they are not evidence that Trump, the Adelsons, Phil Ruffin or any casino operator was involved in the Route 91 attack.

ROBERT R. MOTTA • DRAFT RESEARCH

Pro-America / Safe-America: Draft Lessons From 1 October

Require major hotel/casino properties to maintain clear escalation protocols for repeated suspicious-room access problems, blocked doors, unusual equipment movement and high-risk anomalies, while protecting ordinary guest privacy.
Expand interoperable emergency communications and unified incident command for mass-casualty events spanning hotels, streets, hospitals and entertainment venues.
Create federal best-practice grants for high-rise event surveillance, acoustic gunshot localization, emergency egress and rapid casualty collection without turning hotels into warrantless-surveillance zones.
Require transparent after-action timelines and release schedules for bodycam, dispatch, 911 and investigative records subject to victim privacy and legitimate security redactions.
Fund long-term survivor mental-health, trauma, rehabilitation and victim-compensation support.
Require evidence-based threat-assessment training focused on behavior and credible warning signs rather than ideology, religion or political affiliation.
Create a public 'Unresolved Questions Register' after major mass-casualty incidents: what is proven, what remains unknown, what was ruled out, and what evidence would change the conclusion.

Draft status: these are campaign research ideas, not final legislation. Any proposal involving surveillance, hotels, firearms, medical privacy or federal grants would need constitutional, privacy, cost and implementation review.

Questions, Polls & Surveys for Voters

Did national media follow the unanswered questions long enough?

Should authorities formally reopen the case if significant new evidence emerges?

Should major mass-casualty investigations have a public unresolved-questions register?

Should Congress fund voluntary high-rise/event security upgrades with privacy safeguards?
