Campaign donation policy
The donation page is configuration-gated. Public PayPal controls should not be enabled until the campaign has verified its committee disclaimer, contribution-limit notice, donor-eligibility language and payment destination.
Payment processing
The campaign website can link to a PayPal-hosted destination and display the campaign’s uploaded PayPal QR code. The website does not store card data.
Completion tracking
A QR scan, PayPal click or return to the campaign website is not by itself proof that a contribution was completed. Verified completion requires processor records, a verified webhook/API integration, or campaign reconciliation.
Legal review
Contribution limits, prohibited sources, recordkeeping, reporting and disclaimer requirements can change. The campaign treasurer/counsel should verify the public donation configuration before activation.
